Equal Access to Justice Act (EAJA) 

In Richlin Sec. Serv. Co. v. Chertoff, the Court held that the EAJA,  28 U.S.C. § 2412(d)(1)(A), allows a prevailing party in a suit by or against the U.S. to recover fees for paralegal services at the market rate.
